- Higher Education Scientific Research and technology Advancement Fund was founded under the legislative decree number 49 dated 25/08/2009.
- This decree came as a pioneering supportive stride embodying  president Bashar Al- Assad's vision and his interest in scientific research and higher education, which form the driving force for national development.
- The fund constitutes an added value to the available tools for improving scientific research and enhancing the environment in higher education that can establish scientific research councils at universities and paves the way for Syrian researchers to proceed in their innovation and creativity that could enrich and enhance local and world markets.
- The fund works in collaboration with other national supportive research entities, on top the Higher Commission for Scientific Research (HCSR).
